ENTRANCE EXAMINATION.

31. One of the teachers complained of his class being hampered by the student's ignorance of English and recommended an entrance examination. We are not sure that such an examination is necessary and feel that it would act as a deterrent to intending students. Other teachers whom we questioned did not seem to have found any serious difficulty in this respect and we think the best way to meet it should it arise, would be for the teachers to report to the Secretary any student he found incapable of following his lecture and for the Secretary to take any action that may be necessary. If it is thought advisable for the student to leave, a refund of the school fee would have to be made. In the English class if it is to remain a Continuation Class some examination is called for, but we do not recommend that it should be a formal examination unless the student appears to fall distinctly below the standard. We recommend that none should be admitted into the Junior Class unless he is qualified to enter the First Class of Queen's College.

32. ESTIMATED EXPENDITURE.

The attached schedule shows the estimated expenditure if the classes are conducted on the scale we recommend. If the classes are to be a success the Government must be prepared to spend liberally on equipment. The demands of the teaching staff have been closely examined and economies have been introduced wherever possible. We have reason to believe that
